利益分析视角下的社会群体性事件的政策诱因研究——以茂名市反对PX项目事件为例

摘　　要：从利益分析的视角来看,社会群体性事件很多都是围绕利益展开的,都是一种利益的冲突与博弈。政府作为社会中最重要的利益分配者,往往会成为利益纠纷的制造者,进而成为群体性事件的重要责任人。在茂名市PX事件中,政府的政策制定和执行行为不当是导致事件发生的直接诱因,而民众利益意识的觉醒和利益表达渠道的缺乏则增加了事件发生的可能性。对于政府而言,未来应合理地运用利益分析手段,准确地把握问题背后的利益关系和利益冲突,这有助于其妥善解决各种利益矛盾并合理地进行利益分配。The increase of social group events has been a problem which troubles local governments and undermines the social stability.From the perspective of benefits analysis,we can find that the uneven distribution of benefits and conflicts caused by the former are main reasons of many social group events.As the most important distributor of social benefits,the government is always responsible for benefit conflicts and social group events.Analyzing in this perspective,we think that unreasonable policy options,undemocratic policy formulation and execution,awakening of people＇s right awareness and lack of channels of benefits expression and rights relief are the reasons that the government and people should pay attention to.
