摘　　要：介绍了部分国家和地区市政消火栓建设管理的立法与实践的做法,分析了主要特点。提出在《中华人民共和国消防法》和其他相关法律法规制修订中,要突出市政消防供水的公益属性和基本公共服务特征,明确地方政府、供水企业、消防部门、用水单位、社会公众的法律责任,建立市政消火栓建设管理的经费保障、长效运行、信息沟通、公众参与等机制。This article briefly introduced the law, statutory, reg- ulatory and local ordinances about public hydrant construction and maintenance, analyzed the characteristics of public hydrant management. The authors gave some suggestions on public hy- drant in the revising of the China Fire Act, including the public goods characteristic of public hydrant, the law responsibilities between local government, water industry and fire and rescue authority, the mechanism of management and fund, and the function of volunteers.
