摘　　要：为解决特殊物品的入境审批周期过长、申报手续复杂问题,保证入境特殊物品监管安全、提高监管效率,监管部门提出了"物品备案、信用管理、全流程监管"等创新思路,调查以北京地区入境特殊物品单位为对象,设计调查问卷并实施抽样调查,旨在了解入境特殊物品监管现状特点,以及入境申报单位对入境特殊物品监管模式创新的诉求,为监管部门创新入境特殊物品监管模式、制定相应监管政策提供定量化依据。In order to solve the complex problems in the long cycle of entry examination and approval of special goods as well as the complex of declare formalities problems, and to assure the safety of the entry of special goods and strengthen the efficiency of supervision, the supervision department put forward a new idea which contains recording the goods, crediting management, supervising the whole process, etc. The survey took the entry of special goods as the research subject, design questionnaire and implementation of sampling survey, which aims to understand the characteristics of the entry special goodsregulatory status for now, as well as innovative demand for the supervision mode of entry declaration for special goods. So that we can give the quantitative basis for supervision department in respect of innovating the regulators of special goods entry and formulating the corresponding regulatory policy.
