摘　　要：2008年江苏省建设厅颁布了《江苏省建筑节能管理办法》,专门增设了省级节能减排(建筑节能)专项引导资金,用于实施大型公共建筑和居住建筑既有建筑节能改造、建筑节能成熟适用技术推广等建筑节能重点工程领域。镇江扬中市西来桥镇幸福花苑一期始建于20世纪80年代,没有按照节能设计标准建造,选取具有代表性的32#楼进行建筑能效测评与节能改造研究,对推动江苏省居住建筑节能改造具有十分重要的意义。“Administration Measures of Construction Energy Conservation for Jiangsu Province” is issued by the local Construction Department in 2008, especially adding the provincial special guide fundsfor energy conservation and emissions reduction （building energy efficiency） in order to invest on the energysavingretrofitting of the large public buildings and existing residential buildings, and the suitable technologypopularization, and other areas of key projects. The phase I of Happiness Garden in Xilaiqiao Town ofYangzhong, Zhenjiang City is completed in 1980s, which is not constructed following the energy sewingdesign standard. The representative building 32# is selected for energy efficiency evaluation and retrofittingstudy to promote the residential building energy sewing renovation of Jiangsu province significantly.
