摘  要:十八届五中全会审议通过的十三五规划提出继续完善住房保障体系,使城乡居民逐渐实现"居有定所"。若保障房建设完全由政府主导,巨额资金投入将增加政府经济压力。随着创新融资模式的日渐成熟,选择合适的保障房项目融资方式是突破融资瓶颈和缓解政府财政压力的关键。通过模糊优选模型,综合模糊集理论与系统分析方法,将解出的各融资模式的相对最优隶属度进行排序,优选得出最适合保障性住房项目的融资方式,并通过风险评估得以验证。The thirteenth Five -Year Plan which was deliberated by the fifth Plenar^^ Session of the 18th CPC Central Committeeproposed to improve the housing security system, so that urban and rural residents could gradually realize "place to live". If the housing construction is entirely dominated by the government, the huge capital investment will increase the government's economic pressure. With the increasing maturity of innovative financing mode, the choice of appropriate type of housing project financing is the key to ease thefinancial pressure of the government. Based on the fuzzy optimization model, integrated fuzzy set theory and system analysis method, therelative optimal membership degree of each financing model is sorted to get the most suitable financing method of the security housing project and through the risk assessment to verify.
