摘　　要：目前对区域经济发展主要是依据某一年的经济指标数据进行静态评价,其结果不仅忽略了指标数据的滞后效应、评价表达式的客观性而且没有考虑到环境因素的影响。基于此,本文在全面分析效用函数评价法的基础之上,通过引入齐次函数假设,创造性地优化了传统效用函数评价方法的上述缺陷,构造了评价区域经济与环境发展的综合指标ASTU,并运用该指数客观地对中国2014年区域经济发展水平进行了实证研究,不仅拓展了区域经济评价的新思路,也为多指标综合评价问题提供了一个新思路。研究表明,基于ASTU的区域经济发展综合评价行之有效,操作简单,其结果要比现有区域经济评价方法更加科学。At present, the static evaluation of regional economy development is mainly based on a year of economic indicators, whose results not only ignore the lagging effect of the index data, the objectivity of the evaluation of expressions, but also do not take into account the influence of environmental factors. Based on this, this paper based on the comprehensive analysis of the utility function evaluation method, by introducing homogeneous function hypothesis, creatively optimized the the defects of the traditional utility function evaluation methods, constructed the comprehensive evaluation index named ASTU of regional development of economy and environment, and used the finger number to objectively make an empirical research on the level of China regional economic development in 2014. It not only expanded the new ideas for the evaluation of regional economy, but also provided a new idea for the problem of multi index comprehensive evaluation. The research shows that the comprehensive evaluation of regional economic development based on ASTU is effective and simple, and the result is more scientific than that of the existing regional economic evaluation method.
