摘　　要：结合科技社团承接政府职能现状,剖析了当前体制下存在的问题。力争科技社团在创新组织发展机制、加速承接政府职能步伐、提升服务社会能力和推进人才队伍建设等方面探索发展出路,为加速建设服务型政府提供决策参考。This paper analyzes the problems existing in the present system, which is based on the scientific and technical communities and the present situation of government functions. It suggests that we should explore the way out of development in scientific and techno- logical communities＇ position in organizational innovation development mechanism, accelerate the pace of undertaking government func- tions, enhance the ability to serve the society and promote the construction of talent team and other aspects, to provide decision-making reference for accelerating the construction of service ~ovcrnment.
