成渝经济区综合交通运输体系发展思路研究

摘　　要：推进长江经济带建设已经成为我国区域发展战略体系的重要组成部分,加快构建综合立体交通走廊建设是推动长江经济带发展、充分发挥长江经济带支撑作用的关键。成渝经济区综合交通运输体系是长江综合立体交通走廊的重要环节,转变发展思路,加快完善成渝经济区综合交通运输体系对于长江经济带发展具有重要的战略意义。长期以来,在供给约束的战略背景下,成渝经济区综合交通运输体系发展以规模扩张为主题、以要素投入为驱动力,存在发展绩效与发展目标相偏离、制约区域经济发展等问题,发展思路应由"优先发展"向"平衡发展"转变,在时序、结构、资源环境和制度环境等多个方面实现更高水平的综合协调。Promoting the construction of the Yangtze River Economic Zone has become an important part of Chi- nese regional development strategy system. And accelerating the construction of the integrated transport corridor is the key to Yangtze River Economic Zone＇ s development. Transportation system of Chengdu - Chongqing Economic Zone is an important part of the Yangtze River integrated transport corridor. Accelerating to improve the transporta- tion system of Chengdu - Chongqing Economic Zone by changing the development thought is an important strategic significance for the Yangtze River Economic Zone＇ s developing. For a long time, under the strategic background of supply constraints, the topical point is scale expanding, and the combined transportation system development mode which takes the element inputs as the driving power, we shall change the transportation ＂priority development＂ to ＂balanced development＂, and change the overall scale coordinated development to the mode which take the scale coordination as the basement, coordinated change the time sequence, structure, resources environment and the rules.
