摘　　要：基于PPP模式来研究缓解地方债务危机的方案。首先分析产生地方债的原因并研究各国解决地方债务问题的方案。根据研究发现英国的处理模式最值得我国借鉴,即PPP模式。之后以我国PPP模式试点成功的两个案例,合肥市王小郢污水处理厂和陕西南沟门水利枢纽工程进行研究,结果表明PPP模式在我国的运用可以增加社会的总体福利并缓解地方债务问题。结合实际情况可知,我国PPP项目在现阶段效果并不如意,分析了问题存在的原因。最后,结合我国国情并借鉴国外经验,根据存在的问题,提出相应的若干推进PPP模式的建议,以达到缓解地方债,促进地方改革。The article is seeking to how to ease the local debt crisis on based the PPP model. In the first place, it is analysis of the causes of the local government debt and the solutions to the problem of local debt from all over the world. According to the study, the British processing pattern is the most worthy patter for us, namely the PPP mode. Take the two successful cases in our country, Hefei Wang Xiaoying sewage treatment plant and Shaanxi south ditch door water conservancy hub project, the results show that PPP model in our country can increase the overall social welfare and ease the local debt problem. But combined with the actual situation the effect is not so satisfied at this stage in our country. We analyze the causes of the problem and put forward several suggestions to promote the PPP model, corresponding to alleviate the local government debt.
