现代农机合作社政府管理的绩效评价——基于黑龙江省44家现代农机合作社的调查

摘　　要：农机合作社在现代农业建设和维护国家粮食安全中发挥重要作用。由于大量的国家财政投入,农机合作社的发展与各级政府管理部门的管理效能密切相关。以黑龙江省44家现代农机合作社为调查对象,从农机合作社发展中的政府管理效果和农机合作社对政府管理的认知两方面评价政府管理部门绩效。结论指出政府管理部门在农机合作社内部制度建设、财务管理规范化、民主管理推进、农机设备硬件建设等方面的管理效果较好。在规范内部建设、财务管理监管和涉农政策落实方面,农机合作社管理者对政府管理部门的评价较高,但是工作效率和拓宽融资渠道方面政府职能还有较大提升空间。最后从完善政府部门的监督职能、整合部门和流程、拓宽融资渠道及保持农机合作社经营自主性等方面提出政策建议。Modern agricultural machinery cooperative play important role in modern agriculture construction and national crops safety. In China, modern agricultural machinery cooperative＇s development is heavily dependent on government management efficiency, because the latter invest a lot of capital to them. This paper investigated on a sample of 44 modern agricultural machinery cooperative in Heilongjiang Province, made performance measurement on government management, from the government management effects in modern agricultural mechinery developments and their satisfaction degrees to government＇s two sides. It indicated government management on modern agricultural machinery cooperative internal institution construction, financial management standardization, diplomatic management impetus and agricultural instruments built were better. From the angle of modem agricultural machinery cooperative, they made high value on government＇s role in normalizing their internal institutions, financial supervision and policies implements, but government＇s work efficiency and increasing capital channels were needed to be improved. It suggested that the government should make effort in perfecting supervision, integrating department and procedures, increasing capital channels and keep modern agricultural machinery cooperative management independence.
