对贝雷钢便桥评标法的思考

摘　　要：贝雷钢便桥采购招标主要采用最低评标价法、综合评估法、合理低价法,而这三种评标法的实际操作结果经常是以最低价中标。最低评标价法的发展经历了招投标双方满意度变化的三个阶段,现已不适应社会可持续发展的需要。为了节省总经费,宜采用价值工程评标法,由关注价格转向关注价值,由关注经济性转向关注企业社会责任,促进贝雷桥行业的良性循环,提高中国制造质量。Main assessment methods adopted in Bailey portable steel bridge procurement bidding procedure are the lowest price evaluation method, comprehensive evaluation method and reasonable low bid evaluation method. In the actual operation process, however,the bidder who wins the bid based on these price evaluation methods is the one with the lowest bidding price. The lowest bid evaluation method developing with the three-stages change in satisfaction of both bidding sides does not meet the needs of sustainable development in the contemporary society. To save life cost, the bidding evaluation method based on the value engineering should be adopted in order to switch the focus on price to focus on value, and from the attention to economy to closer attention to corporate social responsibility,consequently promoting a virtuous cycle of Bailey bridge industry.
