摘　　要：[目的/意义]建立完善的大学技术转移扶持政策体系已成为实施创新驱动发展战略的迫切需要,为给我国的大学技术转移扶持政策完善提供参考和指导。[方法/过程]运用文献分析法从立法扶持、经济扶持和能力扶持三方面对国外近二十年来有关大学技术转移扶持政策措施和效果的研究成果进行了梳理总结。[结果/结论]根据研究结论,对我国创新驱动战略下的大学技术转移扶持政策改革和研究提出了相关建议。[Purpose/Significance] It has become urgent to construct a comprehensive policy system to facilitate university technology transfer so as to implement the innovation-driven development strategy in China. In order to provide references and instructions for the countryˊs policy construction. [ Method/Process] This paper applied the literature review method to analyze the related literature on the policy measures and effects of different countriesˊtechnology transfer policies in the last two decades,focusing on the legislative support,fi-nancial support and competence support. [ Result/Conclusion] Based on the research conclusions,some suggestions are given on Chinaˊs policy reform and research of facilitating university technology transfer in the context of promoting innovation-driven development strate-gy.
