孤残儿童机构照顾的实践模式及其优化路径——以广东G市社会福利中心为例

摘　　要：机构照顾是孤残儿童社会化的重要渠道,也是儿童福利的重要内容。经过多年的实践与探索,G市社会福利中心以"四有"原则为基础,逐步建立起照护流程精细化、康复机制常态化、养育模式多元化和资源整合项目化的孤残儿童照顾体系。面对诸多结构性张力,G市社会福利中心基于福利供给社会化的视角,从服务理念、服务主体、服务内容和服务质量等维度,提出了孤残儿童机构照顾模式的优化路径。Institutional care is an important relief channel for socialization of orphaned and disabled children,and also an important part of child welfare. After years of practice and exploration,Social Welfare Institute of G City（ SWIG） established a kind of care system for orphaned and disabled children with delicacy of care procedure,normalization of rehabilitation mechanism,diversification of parenting pattern and socialization of resource integration gradually,based on ＂four haves＂principles. In the face of a lot of structural tensions,SWIG puts forward the optimized path of institutional care for orphaned and disabled children from the perspective of socialization of welfare supply,which focuses on such dimensions as the service idea,the service subject,the service content,the service quality,etc.
