摘　　要：在智慧城市的基础上,提出预控式公共安全治理模式。介绍其基本结构。从治理功能、组织结构、决策依据等方面说明其主要特征。说明如何通过物联网、云计算、分布式处理技术将资源层、组织层和运行层联通整合。Based on smart city, a preliminary control public safe ty governance model was proposed. The main structure was in troduced. The main features were illustrated in points of gov ernance function, organization structure, and decision basis. The linkage and integration of the level of resource, organiza tion and function by Internet of things, cloud calculation anti distributed processing technology was explained.
