摘　　要：为适应经济新常态和生态文明建设与改革要求,对现行全国土地利用总体规划纲要中耕地和基本农田、建设用地、生态用地的规模和布局进行了调整优化;从计划指标体系、控管方式、配套政策等方面,提高了土地利用计划调控管理的差异化和针对性;探索"多规合一"并在理论基础、顶层设计、实践路径等方面取得了基本共识,不断完善规划计划政策和创新规划管控方式,为保障发展、保护资源和维护权益提供重要支撑。In order to adapt to the economic New Normal and the requirements of ecological civilization construction and reform, adjust and optimize the size and layout of arable land, basic farmland, built-up land, ecological land designated in the general land use planning; from the planning index system, control ways and supporting policies, improve the differentiation and specification of land use planning regulation management; explore ＂multi rule in one＂ and make a basic consensus on the theoretical basis, top design, and the path of practice, etc. Constantly improve the plan policy and innovate the way of controlling planning to provide important support for safeguarding development, protecting resources and maintaining rights and interests.
