摘　　要：法治评价被视为"可量化的正义",评价指数(法治指数)已成为世界各国法治水平及营商环境的风向标与温度计。在各具特色的评价中,联合国法治体系强调绩效、透明、廉洁、问责和能力,世界银行治理体系凸显权利保护,全球正义工程法治体系持守民间立场,三者具有广泛的代表性与认同性。法治政府评价是法治评价的内核及不可或缺的重要组成部分,在我国推进全面依法治国的战略进程中,立足于"法治国家、法治政府、法治社会三位一体"的建设思路,借鉴国际上较为成熟的经验,构建具有中国本土特色法治政府评价体系,尤其又是指标体系和组织体系,以评价推动法治建设是实现2020年基本建成法治政府目标的客观要求和重要手段。The evaluation of rule of law is considered as measurable justice,the index of rule of law has become the vane and thermometer of the legal level and trade environment all over the world. Among various evaluation systems,UN rule of law indicators emphasizes performance,transparency,probity,investigating responsibility and ability. While the Worldwide Governance Indicators of world bank pay more attention to right protection. And the World Justice Project stands in folk position. All of them have wide representative and identity. Legal government evaluation is the most important part of the evaluation of rule of law. In the process of comprehensively promoting rule of law,our country,based on the construction idea which is＂the trinity of country,government,society under rule of law＂,referencing the international mature experience,tries to construct a Chinese government evaluation system,especially the index system and the organization system. Promoting the construction of rule of law by evaluation is the objective requirement and important means to realize the goal of building up the government under the rule of law in 2020.
