对安徽省低碳政策实施效果的评价

摘　　要：对区域低碳经济实施效果,可以用低碳投入、低碳产业、能源消费、碳排放、碳吸收能力等指标进行综合评价,再通过一系列二级指标,建立评价指标体系。通过对安徽省的数据及低碳经济政策的实证研究,发现安徽低碳经济政策实施效果良好,低碳经济发展水平呈现平稳上升态势且具有较好发展前景,但碳排放水平不稳定,低碳产业的优化升级与革新低碳政策的实施效果促进有限,参与碳交易的能力较弱。建议进一步提高节能环保投资水平,加大对清洁能源的支持力度和科技创新力度,促进低碳产业优化升级,完善碳交易体系。Various countries in the world present the mode of lower carbon economic development. In order to evaluate the working result of low-carbon economy, it may be in lower-carbon discharge industry, low carbon consumption and low carbon discharge and lower carbon absorbing etc to evaluate this work.. By means of a series of the second-grade indexit is to establish index evaluation. Using the concrete evidence it finds that Anhui lower carbon economic policy is practiced well. The lower carbon economy development level appears and it is going up situation and a fine prospective that may provide experience to the policy-makers at different levels.
