摘　　要：随着经济发展水平的上升、农业产业结构调整,农村内部土地利用结构与关系随之发生改变.其中,一个不容忽视的突出问题是种植业用地和养殖业用地关系"脱节"导致的畜禽养殖废弃物污染.畜禽养殖规模扩大是养殖污染产生的重要因素,但根本的原因在于随着畜禽养殖向规模化、专业化发展,种植业与养殖业的土地利用布局和关系被割裂,同时缺乏必要的外部(政府)补救措施.本文通过数据收集与整理,梳理江苏省太湖流域种植业与养殖业发展情况,分析种养关系"脱节"与畜禽养殖污染发生机理,从政府职能与管理手段选择的角度出发,通过重构种养关系的政策设计,提升畜禽养殖污染治理能力.研究发现,在经济新常态下,解决农村环境治理难题,需要政府转变管理职能,创新政府治理理念,以农牧结合、种养一体化为原则.宏观上,进行科学的种养用地规划,微观上,重建种植业与养殖业经济物质关系,形成畜禽养殖废弃物综合治理的长效运行及管理机制,为进一步促进并保护土地资源的可持续发展提供依据.With the development of economy and the adjustment of agricultural industry structure, the structure and relationship of land use in rural areas have changed. Among them, a serious problem that can not be ignored is the relationship between the land use of cultivation and breeding industry is ＂out of touch＂, which lead to pollution of livestock and poultry waste. Expanding scale of livestock and poultry breeding is an important factor in the breeding pollution generated, but fundamental reason lies in that with the livestock and poultry breeding developing to large-scale and profession, land use layout and relation between planting industry and breeding industry are fragmented, and lack the necessary external（government） remedial measures. According to the data collection and collation,this text combs planting industry and breeding industry development based on Jiangsu Province, Taihu Lake Basin area, analysis planting and breeding＂out of touch＂and livestock breeding pollution mechanism,starting from the angle of the functions of government and the choice of management method, through the policy design of reconstructing relationship between planting and breeding, improve the pollution control ability of livestock and poultry breeding. The study found that under the new economic norm, to enhance rural environmental governance problem, we need the government to transform the management functions and governance innovation based on principles of coordination of farming and animal husbandry, the integration of planting and breeding. Macroscopically, to conduct scientific planting land planning,microscopically, to reconstruct the planting and breeding material economy relationship, forming long-term operation and management system of comprehensive management of livestock and poultry waste, to provide the basis for sustainable development for the further promotion and protection of land resources.
