杭州市三叉社区“留地安置”的制度经济学解析

摘　　要：以"外部利润、交易费用与利益均衡"为研究主线,对杭州市三叉社区留地安置制度创新进行制度经济学解析.研究表明,法律法规的出台、经济快速发展以及稀缺的土地资源产生了制度创新的外部利润;政策文件的完善、集体间互相合作、集体与用地单位间相互妥协以及明晰的收益分配模式减少了制度创新过程中的交易费用;不同利益群体都能在留地安置制度中实现各自的利益目标.Using＂external profits, transaction expense and interest balance＂as the main line to make an institutional economic analysis on the allocation system of leaving lands in Sancha community of Hangzhou. The study shows that the introduction of laws and regulations,rapid economic development and the scarcity of land resources have produced the external profits of institutional innovation. Perfect policy documents, collective co-operation with each other, mutual compromise between collective and land units and clear income distribution mode reduce the transaction expense in the process of institutional innovation. Different interest groups can achieve their goals in the allocation system of leaving lands.
