摘　　要：在供给侧结构性改革的大背景下,首先对国内外现有的关于低碳经济政策系统的主要观点进行了分析,其次阐述了构建我国低碳经济政策系统的主体,然后重点从财税政策、金融政策、能源政策、产业政策、消费政策等方面论述了构建我国低碳经济系统的主要工具,最后强调了在构建低碳经济政策系统时应注意的问题。论文为加强我国低碳经济政策系统的研究提供了理论借鉴,也为供给侧结构性改革,优化产业结构,实现低碳经济发展与生态环境保护双赢提供了实践参考。Under the background of supply side structural reform, firstly, the domestic and foreign existing policy system of low carbon economy on the main points are analyzed. Secondly, it discusses the construction of the main body of China＇s low carbon economy policy system. Then from fiscal policy, financial policy, energy policy, industrial policy, consumption policy, it discusses the construction of the main tool of the system of low carbon economy in our country, and emphasizes that the problems should be paid attention to in the construction of low carbon economy policy system. The paper provides a theoretical reference for strengthening the policy system of China＇s low-carbon economy research, for the supply side structural reform, optimize the industrial structure, it may also provide a practical reference to achieve the low carbon economic development and ecological environmental protection of the win-win.
