摘　　要：目的探讨进一步扩大市场力量在国境口岸公共卫生风险防控的参与领域范围。方法通过分别阐述卫生检疫的传统、国际概念与时代需要,分析市场力量参与口岸公共卫生事业的合理性与可行性。结果通过政府机关在法制环境、体制机制创新、公共基础设施建设和人才队伍建设方面予以相应保障,市场力量完全可以更好地服务于口岸公共卫生事业。结论卫生检疫政府机关应当进一步创新机制,鼓励引导市场力量参与到口岸公共卫生事业中来,有利于口岸对外贸易与交往的卫生安全与高效快捷。Objective To further expand the market power take part in the areas of public health risk prevention and control in frontier ports. Methods Analyze the rationality and feasibility of the market forces participating in the frontier port public health cause,through expounding respectively the traditional and international concept of Health Quarantine with the time needed. Results By government agencies providing the corresponding security in the legal environment, system and mecha-nism innovation, public infrastructure construction and talent team construction, market forces can better serve the frontier public health cause. Conclusion The health and quarantine authorities should create the conditions to encourage and guide market forces to participate in the frontier public health cause ,which will help foreign trade and communication with the port health safety and efficient.
