摘 要:本文通过构建分位数回归模型(QRM)对北京市财政补贴对缓解交通压力的效果进行实证研究。研究表明,当公交分担率和公交运营里程较低时,增加公交补贴金额和降低出行费用对提高公交分担率和增加运营里程的作用更大;而在地铁客运量较小时,降低地铁票价对增加地铁客运量的作用不显著。一方面,为扩大财政补贴所需的资金来源,建议北京市应取消车牌摇号政策,借鉴上海市车牌拍卖政策;参考日本高额停车费制度和新加坡拥堵费政策;另一方面,应鼓励相关部门参与公交系统的完善,优化公交系统运营环境。This paper makes an empirical analysis on the effect of alleviating traffic pressure through Beijing's government financial subsidy, by constructing a quantile re- gression model (QRM). The empirical research shows that when public transportation share rate and public transportation operating mileage are relatively low, improving the amount of subsidy on public transportation operating and reducing public transportation costs will have more influence in improving them. When subway passenger volume is small, reducing subway fares will have no effect in improving it. On the one hand, in order to expanding the sources of funding for financial subsidies, this paper suggests that Bei- jing government should cancel license-plate lottery policy, reference Shanghai's li- cense-plate auction policy, follow Japan's high parking fee institution and Singapore's congestion fee policy. On the other hand, we should encourage the relevant departments to participate in the improvement of public transportation system, optimize operation envi- ronment of public transportation system
