摘　　要：非运输业务是中国铁路总公司重要的业务板块。随着中国铁路总公司市场化运作改革的推进,非运输类企业将比运输企业更直接面对市场竞争,研究如何提升非运输企业的竞争力具有重要意义。从"能力结果导向"和"能力要素导向"两个维度,构建了铁路非运输企业竞争力评价指标体系,并设计了评价打分标准和方法,可为中国铁路总公司对下属非运输企业进行竞争力宏观评价,以及铁路非运输企业对竞争力进行自我分析诊断提供参考。Non-transport business is an important portion of China Railway Corporation （CRC）. With the deepening market-oriented reform of CRC, non-transport enterprises will confront more challenge than transport enterprises. How to enforce the competitiveness of non-transport enterprises of CRC is attracting more attention. This paper constructs competitiveness evaluation index system for non-transport enterprises of CRC from two aspects： competency results-oriented and competency elements-oriented, and proposes the standards and methods. The research provides a reference for both competitiveness ranking in CRC and competitiveness self diagnosis of non-transport enterprises.
