摘　　要：在21世纪"海上丝绸之路"建设中,海南应根据国家的战略定位和现实需要,充分发挥独特的区位优势和资源优势,着力将自身打造成为南海航运与物流枢纽、南海资源开发与合作基地、环南海经贸合作连接点、环南海公共外交先行区、生态环境保护示范区与海上丝路旅游特区等。在此过程中,要大力推进互联互通建设,实现国际运输便利化;推动南海资源开发与合作,实现互利共赢;促进地区经济合作,实现区域一体化发展;增强政治互信,推动区域社会文化交流;挖掘历史文化资源,保护自然生态环境,促进旅游业转型升级。In the construction of Maritime Silk Road in 21st century, Hainan province has unique geographical and resource advantages. Therefore, according to the national strategic positioning and realistic requirements, Hainan province should establish itself into the shipping and logistics hub, South China Sea resources develop- ment and cooperation base, connection point of economic and trade cooperation, pilot area of South China Sea public diplomacy, ecological environment protection demonstration zone and special zone for Maritime Silk Road tourism, etc. In this process, it is necessary for Hainan province to promote interconnection so as to achieve in- ternational transport facilitation; push the South China Sea resources development and cooperation so as to achieve mutual benefit and win -win progress; improve regional economic cooperation to realize the integration of regional development; enhance political mutual trust and regional social and cultural exchanges; dig historical and cultural resources and protect natural ecological environment so as to facilitate the transformation and upgrading of the tourism industry.
