摘　　要：应用层次分析法(AHP),选取7个评价指标,评估贵州88个县域的经济发展水平。建立3个判断矩阵,算出3组权重值,取其平均值;算出反映每个县域经济发展水平的综合指数,据此确定该县域在全省的排序位次。参照2006-2013年全省县域排序结果,划分出省内发达、次发达及欠发达3类县域。区分出28个欠发达县域之间有上升型、波动型、滞后型3类明显的差别。分析了欠发达县的重要特征,包括:多民族、多山地、极值县与亚极值县、边缘县、生态环境、石漠化等特征。在县域层面上结合实例说明扶贫开发途径,为新阶段进入精准扶贫和发展县域经济提供参考。Applying the analytic hierarchy process（ AHP）,which selected 7 evaluation indexes to evaluate the economic development level of 88 counties in Guizhou in 2013. To establish the three discriminant matrixs,calculate three groups of weight value,and we take the average value from which. According to the county which is in the province of the ranking calculated reflects of the comprehensive index of the county economic development level of each determined. Based on the author of this paper,the author has calculated the results of the county sort during 2006 to 2012 years which divides three kinds of counties,such as the developed counties,sub-developed counties and the less developed counties.The difference of three kinds of the difference between 28 types of the developing countries,which involved the rising space,the wave type and the lag type,are explained by the drawing. Based on the analysis of the less developed counties of six important features,which including： the characteristics of multi-ethnic,mountainous,extreme counties and sub extreme Counties,the edge of counties,ecological environment,rock desertification,at the county level with examples that poverty alleviation and development way. In order to provide a reference basis we enter the phase of accurate poverty and to achieve accurate poverty.
