摘　　要：移动气象防灾能力建设包括防灾减灾移动平台、移动应急指挥系统和数据处理中心建设。建设以智能手机和各类手持终端为依托的市级气象防灾减灾移动指挥平台,及由卫星应急移动通信、应急移动观测、应急移动服务与指挥、移动单兵应用等组成的移动应急指挥系统,同时,提升承载全市气象防灾减灾信息的数据处理中心运行支撑能力建设,达到实现市级移动气象防灾减灾能力建设的目标。为政府决策气象服务、专业气象服务和应急防灾减灾服务工作提供基于无线应用快捷的现代化手段和高质量的气象服务。mobile meteorological disaster prevention ability construction includes the construction of disaster prevention and mitigation mobile platform, mobile emergency command system and data processing center. Construction to smart phones and various handheld terminal based on the municipal meteorological disaster prevention and mitigation mobile command platform and by satellite emergency mobile communication, emergency mobile observation, emergency services and mobile command, mobile individual applications and components, such as mobile emergency response command system, at the same time, enhance the carrying of city＇s meteorological disaster prevention and mitigation information data processing center operation support capacity building to achieve goal of municipal mobile meteorological disaster prevention and mitigation capacity building. To provide service for government decision making, professional meteorological service and emergency disaster prevention and reduction, and provide the modern means and high quality meteorological service based on wireless application.
