摘 要:以轨道交通引导新城开发作为当前大都市区新城建设的重要模式,是应对高速城市化时期城市空间外部扩张需求以及减少中心城区承载压力的必然手段与根本选择。选取东京大都市区作为研究个案,通过梳理轨道交通体系与新城开发建设的发展历程,明确其以轨道交通支持引导新城开发的发展模式。继而,选取东京大都市区以轨道交通导向新城开发最为成功和不甚理想的典型案例——多摩田园都市和多摩新城,从影响两座新城产生巨大开发效果差异的4个方面,即开发建设时序、建设主体、功能设置及交通衔接展开对比分析,总结轨道交通与新城协调发展的实现路径,并针对我国大都市区轨道建设及新城发展的现实情况,提出二者应实现时空同步性、主体协调性、功能复合性和衔接便利性等开发建议。The development of new towns guided by rail transit is now treated as an important development mode of the mctropolitan's new towns. It ks an indispensable way to deal with the expansion demand of urban space and to relieve the pressures of core cities in the rapid process of urbanization. The article selects Tokyo metropolitan area as a case and analyzes the development course of the rail transit system and construction of the new towns. It is clearly indicated that it is the rail transit that guides the developmerit of new towns. Then, two typical new towns guided by the rail transit are picked out - Tama Garden City, the most successful one and Tama New Town, the one which is not as ideal as is expected, and the comparison are made from four aspects which result in huge differences of development of the two new towns, namely, the construction sequence, construction bodies, function setting and traffic connection. Finally, the methods to achieve the coordination of rail transit and new towns arc put forward, and suggestions on synchronizing the construction sequence, coordinating the construction bodies, compounding the function setting and improving the traffic connection are given in line with the reality of rail transit and new towns in China's metropolitan area.
