摘　　要：乾隆十三至十四年(1748-1749),清朝针对内蒙古颁布了封禁令,要求赎回典给民人的土地,并规定此后禁止容留民人与增垦。本文以前人研究和史料为基础,对这一问题进行了更深入的探讨。The forbidding policy in the Inner Mongolia region which promulgated between 13th and 14thyear of Emperor Qianlong in Qing Dynasty stipulate that, the land pawned to the Han people should be re？deemed and forbidding Han people living and reclaiming the land in future. This paper is the further study ofthis problem, which based on the previous research and historical materials.
