试论高校决策权力及其运行机制的民主化进路

摘　　要：《全面推进依法治校实施纲要》以建立具有中国特色的现代大学制度为目标,强调作为高校治理结构重要内核的决策权力,应当进一步融注民主价值并塑造民主化运行机制。针对当前存在的集权化、虚置化、分散化、单向化、封闭化、随意化等问题,需要深刻认识高校决策权的性质、内涵与功能,并着力改革高校决策有序参与机制,促使从广泛参与到有效参与的积极推进,加强参与文化建设,并运用大数据分析创新高校决策模式。“The implementation outline about fully advancing governance of law at colleges anduniversities” is aimed to build the modern university system with Chinese characteristics. Itemphasizes that the decision-making power, as a core of university governance structure,should be injected the democratic value and shape the democratic operation mechanism. In viewof the current issues such as centralization, uselessness, loose, covertness and random, it isimportant to understand better the nature, connotation and function of the decision-makingpower at colleges and universities, and focus on improving the orderly participation mechanismfor the decision-making power running. In doing so, it is important to promote the activepromotion switching from the extensive participation to the effective participation, and improvethe participatory culture construction, as well as the use of big data analysis as an innovativemodel decision-making.
