摘　　要：南京国民政府建立后,以孙中山政治思想为指导开始了国家权力重构过程,其中地方自治作为国家权力重构的重要路径得以迅速开展。但在进入政治实践领域后,孙中山政治思想无法满足南京国民政府适应所处的政治形势的需要,南京国民政府只能从传统政治中寻求有效手段,以至于逐渐背离了孙中山政治思想,导致与专制体制相契合的保甲制在自治的旗帜下得以大行其道。After the NanJing National Government was established, it began the process of reconstruction of state power to Sun Yat - sen＇s political thought as guidance, and the local autonomy was as an important path of reconstruction of state power could be carried out quickly. But into the political practice domain, Sun Yat - sen＇s political thought can1 satisfy the Nanjing National Government to adapt to the needs of the political situation , the Nanjing National Government can only seek effective means from the traditional political so that gradually deviated from the Sun Yat - sen＇s political thought and lead to authoritarian system corresponds to the bao - jia system under the banner of autonomy to be popular.
