摘　　要：随着国际经济的发展,20世纪末在投资领域兴起了"准入前国民待遇"的热潮,"准入前国民待遇+负面清单"的外资管理模式已逐渐成为国际投资领域的新趋势。在全球贸易投资规则重构的背景下,中国必须借鉴国际通行的作法,根据我国经济发展状况及对外投资和引进外资的战略要求,应对"准入前国民待遇+负面清单"投资管理模式。With the development of international economy, pre-establishment national treat ment becomes a boom in the field of investment at the end of the 20th century. The foreign in- vestment management mode of ＂pre-establishment national treatment ＋ negative list＂ has gradually become a new trend of international investment field. Under the background of reconstruc- tion of rules of global trade and investment, China should follow international practice. Based on China＇ s economic development and demand of investing abroad and attracting foreign invest- ment, investment management mode of ＂pre-establishment national treatment ＋ negative list＂ should be adopted.
