美国调整两洋同盟战略的经济因素及对亚太安全的影响

摘　　要：2008年国际金融危机爆发以来,美国在对两洋军事同盟进行调整的同时,也逐步加大力度对两洋经济同盟进行构建,即推动打造跨大西洋贸易与投资伙伴协议(TTIP)和推动构建跨太平洋伙伴关系协议(TPP),这使得美国全球同盟战略呈现出新特点,即美国的两洋同盟战略军事安全和经济由混合职能逐渐清晰化为两对更为专职的军事安全同盟与经济同盟部分,但这两部分的四个同盟以美国为纽带越发彼此或交叉相互策应,以便更好地维护美国的全球领导地位。但美国两洋同盟战略的调整,在亚太地区形成了安全隐患,与亚太一体化进程形成张力,使得亚太安全秩序碎片化程度加深。Since 2008 the international financial crisis, the United States has been making adjustment on the two-ocean military alli- ance, and meanwhile has gradually been reinforcing the construction of the two-ocean economic alliance, which means to promote the Transatlantic Trade and Investment Partnership （TRIP） and The Trans-Paeific Partnership （TPP）. This strategy makes the global alli- ance strategy present new characteristics. Thus the function of the military security and economy of America＇s two-ocean strategy alll- ance gradually change from mixed integrally into more professional respectively. But the two pairs of four alliances mutually coordinate with each other well with the United States as a link or cross in order to maintain the global leadership of the United States better. How- ever, America＇ s adjustment on the two-ocean strategy alliance brings security risks to the Asia-pacific region and forms tension with the Asia-pacific integration, which deepens the fragmentation degree of the Asia-pacific security order.
