摘 要:政府绩效信息公开透明是公众监督政府行为产出和结果的途径,可以有效促进政府履行公共责任。提升政府绩效信息透明度,既需要政府主动公开绩效信息,也需要公众积极地搜寻、获取和学习绩效信息。本文以政府绩效信息透明度评价标准作为分析框架,以政府网站为绩效信息获取平台,采取体验式评价的方法,选取专门调查员模拟公众身份,系统观察了56个样本地方政府历年绩效信息透明度状况。评价结果显示,地方政府,尤其是基层政府的绩效信息透明度总体偏低;但从纵向的时间序列变化来看,政府绩效信息透明度有逐渐改善的趋势。根据评价结论,本文提出了改进政府绩效信息透明度的政策建议。The transparency of government performance information is a key tool tor the public to supervise me actions, outputs and outcomes of the government, and to realize government' s public accountability. In order to improve performance information transparency, the government should disclose the performance information, and the citizens should actively search and learn the performance information. This article firstly establishes the evaluation criteria for government performance information transparency, and then adopts the experiential evaluation method to assess the performance information transparency of sampled governments. Professional investigators are selected to collect performance information on the internet, and 56 local governments are evaluated in this paper. The findings of this research indicate that the transparency of government performance information is generally very low, especially for the lower governments. However, there is a slow increase in the long - term change. Accordingly, this paper draws evaluation findings, and policy recommendations are proposed.
