县域政府动员式社会治理模式及其制度化逻辑

摘　　要：本文以县域政府为研究对象,以个案县的田野调查资料为数据来源,探究地方政府在"维稳"这一社会治理过程中呈现出来的县域社会治理行动模式,提出了县域政府动员式社会治理解释框架。所谓动员式社会治理模式,是指县域政府在社会冲突治理中,通过建立混合型的组织、制度和网络,使运动型治理成为县域社会治理常规机制的一部分,并使运动式治理从一种动员机制演化为常规机制。动员式社会治理制度化逻辑表现为专断权力的强制度化,常规权力的非制度化,同意权力的弱制度化。县域社会治理转型,要从理顺各主体权力关系着手,着力于治理结构关系的变化和制度逻辑的调整,在法治的框架下着眼于常规权力和同意权力的制度化,实现专断权力、常规权力和同意权力的平衡。Taking fieldwork research in two counties as data source, this paper explores the social governance action model in the process of the ＂maintenance of stability＂ at county level, and proposes an explanatory framework of the mobilization - type social governance of county government. The mobilization type of social governance refers to that the county government makes the campaign type mechanism embedded into routine mechanism by setting up hybrid organizations, systems and networks in dealing with social conflicts. The institutional logic of the mobilization - type social governance shows a strong institutionalization of arbitrary power, a non - institutionalization of routine power, and a weak institutionalization of consent power. The transformation of social governance at county level should focus on the changing of governance structure relations, the adjustment of institutional logic and the institutionalization of routine power and consent power, so as to balance the power relations of different agents.
