区域大气污染治理中的政策工具：我国的实践历程与优化选择

摘　　要：如何有效率地控制区域大气污染,供给区域各主体共同支付意愿下的空气质量,是我国当前及未来一段时间需要着力解决的区域公共问题。其中,对用于这一问题解决的,具有"细胞形态"的、尚显薄弱的区域政策工具的系统研究,具有重要的理论价值和现实意义。本文在深入研究区域大气污染治理政策工具的理论、概念和分析框架的基础上,结合我国区域大气污染防治实践,梳理总结其中政策工具的发展历程及其演进特点,最后依据工具选择的环境和目标,提出完善区域大气污染治理政策工具体系,推进区域大气治理政策工具整合创新的工具优化选择建议。How to control the regional air pollution efficiently, and to supply the air quality under the willingness to pay for each subject is a regional public problem that needs to be addressed at present and some time in the future. The system research of regional policy instruments, which is used to solve the regional public problem and has ＂cell shape＂, has important theory value and practical significance. Basing on the intense research of theory, concepts and analysis framework of regional air pollution control policy tools, combining with the practice in prevention and control of air pollution, and according to the conditions and goal of tools selection, we put forward to consummate the policy tool system of regional air pollution control, promote integration of regional air governance policy tools and innovate optimization selection.
