摘　　要：随着现代化进程,中国共产党在历史上由威望形成的直接执政的党政关系,必然要转到由法律规范主导的间接执政的轨道上来。在操作层面上,以行政决策权为切入点,对其进行科学分解、配置到党委、政府、人大和政协,并以立法的方式确立地方党委的决策权,既符合当今世界政党政治的发展趋势,又兼顾到了中国具体国情,最终会为中国共产党依法执政树立起良好的典范。With the modernization process,the direct ruling of the Communist Party of China formed by its authority in history must go onto the track of indirect ruling dominated by law regulations. At the operational level,we should carry out scientific analysis and distribution of its configuration to the Party committee,government,the NPC and the CPPCC,and establish the local Party committees’ decision-making power through legislation. This will eventually set a good example for the CPC for its running of the country according to Law,because it not only conforms to the trend of the development of Party Politics in the world today,but also takes China’s specific conditions into consideration.
