摘　　要：南极治理逐渐出现权力扩散的现象。一方面,一部分政治性权力从南极协商国转移至政府间组织;另一方面,非政府组织和私人企业获得越来越多的社会性权力。领土搁置原则促成政治性权力的部分转移;知识、价值、治理实践使社会性权力得以产生。南极治理出现了从政治性权力到社会性权力的扩散,其进程不可逆转。南极权力扩散在推动南极治理的同时也为南极治理带来一系列困境。在明晰南极权力扩散的基础上,我国可以根据具体情况采取相应的战略。The power has diffused gradually in Antarctic governance.On the one hand,apart of political power has been transferred from Antarctic Treaty Consultative Parties to the Inter-governmental Organizations.On the other hand,Non-governmental Organizations and industries have acquired more social power.The principle of suspension of territorial sovereignty makes the transition of political power possible.Knowledge,value,governance practice create the irreversible power diffusion.The power diffusion promotes Antarctic governance while bringing about some difficulties.The analysis of Antarctic power diffusion provides China with the sensible strategic choice in Antarctic governance.
