摘　　要：在中国目前的资源收益分配格局下,开发地居民处于弱势地位,不仅受益渠道不稳定,受益方式单一,受益程度较低,而且还要承受生态环境恶化、健康受损、物价上涨、失地和失业等"痛苦成本",导致社会矛盾冲突频现,对区域经济协调发展和国家的能源安全构成威胁。本文全面分析了资源开发对西部地区要素收入分配的影响机制,在此基础上实证检验了两者的关系。分析表明,西部地区的资源开发恶化了要素收入分配;资源产品价格的上升也加剧了要素收入分配的恶化状况;除2008年和2009年之外,在西部大开发实施之后,西部地区的要素收入分配状况处于恶化趋势。因此,在对西部地区进行大规模资源开发的同时,必须改革现有的资源收益分配体制机制,构建可持续的资源开发模式。Under the current pattern of resource income distribution,residents living at the mine area are in a weak position because of the channel of benefit is unstable and single. At the same time, they are suffering deteriorating ecological environment, health damage, rising prices,unemployment,which is leading to social conflicts frequently. In severe cases,this situation will threat to social stability and sustainable development. This paper comprehensively analyzed the influence mechanism between resources exploitation and factor income distribution in western region. Using provincial panel data, this paper analyzes the influence of natural resources exploitation on the factor income distribution in western China. Analysis shows that the western region＇s natural resources exploitation has worsened the distribution of elements income,but the influence mechanisms of production and price are not the same. The quantity of natural resources exploitation only has a short-term effect and no long-term effects. But the previous resources price could improve the factor income distribution. Except for 2008 and 2009,the income distribution situation is deteriorating after the implementation of Great Western Development Strategy. Due to the depletion and volatility of natural resources,once the resources have been exploited,these channels of benefits will be broken. Therefore,natural resources is being exploited on a large scale,at the same time,we must reform the existing resource income distribution system and build sustainable resource development pattern.
