新型农村合作医疗制度的社会保险属性辨析

摘　　要：新型农村合作医疗属性界定模糊是制度推广中诸多问题的源头,解决这些问题亟需认真反思新农合的制度归属和未来发展方向。新农合建立之初选择沿袭合作医疗的名称和传统,随着制度的推广,某些"合作性"的制度设计已愈发不利于制度的可持续发展。对制度进行深入的学理分析显示新农合在政府责任、参保原则、统筹层次、保障内容等制度环节均具有明显的社会保险属性。新农合制度今后发展方向应该是逐渐向社会保险蜕变,真正规范为农村居民社会医疗保险制度。For the New Rural Cooperative Medical System,the unclear definition of the system＇s nature will bring many problems in practice.Solving these problems brings to the system not only aproposition of improving system,but also a rethinking of the system ascription and future directions.This paper deeply analyzes the social insurance attribute of the New Rural Cooperative Medical System by theoretical analysis method from the aspects of governmental responsibility,insurance participation principle,overall level and insurance coverage.Finally,the paper suggests that with regards to the New Rural Cooperative Medical System,the unclear definition of the system＇s nature leads to many problems in its promotion.We can solve these problems by transferring the system from the Community Health Care mode to Social Insurance mode.The New Rural Cooperative Medical System should be developed under the guidance of the social insurance theory.
