摘　　要：以村干部为研究对象,深入考察村干部个人决策行为与职务决策行为在处置突发事件中的影响,并通过对村干部在突发事件中行为的分析,提出突发事件事前预防、事中处置、事后恢复重建三个阶段中村干部行为的标准及规范流程,并提出建立规范化村级组织机构应急策略,以此推动应急决策的制度化、规范化与程序化。Taking village cadres as the research object,in-depth study is made on the impact of their individual decision and duty decision in dealing with emergencies.Through analysis of village cadres＇ behavior in emergencies,proposals are put forward of standards and specification process of village cadres＇ behavior in three phases of incident prevention beforehand,disposal in the matter,and recovery and reconstruction afterwards.Suggestions are also given for strategies establishing standardized village-level emergency organizations,so as to promote the institutionalization,standardization and procedures of decision-making in emergency.
