摘　　要：针对非经营性政府投资项目是以满足社会公共需求为主要目标的特点,本文构建了具有非经营性特征的评价指标体系,设置公众满意度和政府满意度两个目标维度对非经营性政府投资项目进行综合评价。首先,运用TOPSIS分析法对各维度进行评价,再根据矩阵分析模型将两个维度的评价结果进行综合分析,最后,得到了基于公众和政府两个目标维度的非经营性政府投资项目的综合评价结果。为政府提供了一种更加科学完善的非经营性项目的绩效评价体系。For non-profit government investment projects is to meet the public demand as the main characteristics of the target,the paper constructs the evaluation index system as a non-operating characteristics,setting public satisfaction and satisfaction with the government target of two dimensions to make non-profit government investment a comprehensive evaluation of the project.First,using TOPSIS analysis method is to evaluate each dimension,and then based on a comprehensive analysis of the results of the evaluation matrix analysis model in two dimensions,we get a comprehensive evaluation of the nonprofit government investment projects in the public and the government two goals dimensions.Finally, we provide a more scientific and sound non-profit government investment project evaluation system.
