摘　　要：研究财政分配、贫困消除与人的发展之间的内在联系,对保障贫困地区人的生存和发展,实现人的全面发展具有重要的理论和现实意义。研究发现:财政教育支出、社会保障支出等的增加,有利于促进贫困地区教育水平、消费模式和社会保障体系等的转变,有利于推进贫困消除,为人的全面发展创造良好的条件和环境。财政分配、贫困消除与人的发展之间有着密切的内在关系,文章从财政分配、贫困消除对人的发展的影响机理等角度进行了研究,分别从优化财政分配、促进贫困消除和实现人的发展等提出了具体的对策。Researching on the inherent relationship between financial allocation, poverty elimination and human development, has important theoretical and practical significance to guarantee the production and development fights of people in poor areas and realize the overall development of human.＇It has been found that the increase of fiscal expenditure on education, social security spending is in favor of promoting the level of education in poverty- stricken areas, changing in consumption patterns and social security system, promoting poverty reduction, so as to create good conditions and environment for the all-round development of people.There is a close internal influence relatior^ship among fiscal allocation, elimination of poverty and human development.This article has taken research respectively from the financial allocation, eliminate poverty perspective on the development of the influence mechanism, and then put forward specific countermeasures to optimize the allocation of financial, promote the elimination of poverty and bring about human development.
