摘　　要：建设社会主义新农村是解决"三农"问题、统筹城乡发展、全面建设小康社会的现实需要和必然选择,地质灾害问题成为社会主义新农村建设中面临的严峻问题。甘肃陇东(庆阳)地区地形、地貌复杂,地质环境脆弱,年降雨量集中,是滑坡、崩塌、泥石流灾害的易发、频发区,加之群众防灾意识浅薄,没有专业技术人员的指导,缺乏合理的规划和管理,存在严重的地质灾害隐患。为减轻和避免新农村建设中的地质灾害,应在新农村选址及规划阶段加强地质环境及灾害危险性的勘查,采取合理的避让措施,实行严格的地质灾害危险性评估,健全完善群测群防体系,对可能引发、遭受地质灾害的区域进行开发性治理,消除地质灾害隐患,为全省全面推进新农村建设工作提供典型示范。The construction of new socialist countryside is a realistic require and inevitable choice to solve the ＂three rural issues＂ , urban and rural development and building a well-off society , but the geological disasters has been becoming a serious problem in the progress. There are complex land-form , fragile geological environment and concentrated annual rainfall in the Longdong （Qingyang） area , so that this place is also a area to occur landslides, collapses and debris flows easily and frequently. On account of the lack of the disaster prevention consciousness, the guidance of professional technical personnel and the proper planning and management, there are serious potential geological hazards. In order to reduce and avoid the risks of geological disasters in the construction of new rural , people should strengthen the investigation of the risk of geological environment and disasters , take reasonable measures of collision avoidance , carry out the geological hazard assessment strictly, and improve the system of mass observation and mass preparedness , to conduct the exploitable harnessing for the region suffering from the geological disasters , eliminate the geological hazard, and provide a typical demonstration of entire development of new rural construction progress in the whole province,
