体育制造企业申请高新技术企业认定的困境与解决对策

摘　　要：体育制造企业申请高新技术企业认定,是在全民健身上升为国家战略背景下提升企业核心竞争力的重要途径。分析体育制造企业申请高新技术企业认定存在的困境并提出解决策略,有助于落实《国务院关于加快发展体育产业促进体育消费的若干意见》,从顶层设计上提高体育产业发展水平。以体育制造企业申请高新技术企业认定存在的困境为切入点,采用文献资料法、问卷法、访谈法和案例分析法等研究方法,展开综合研究。结果表明:体育制造企业在申请高新技术企业认定时,存在的问题包括:申报指引缺乏对应行业门类、企业自主创新能力不足造成企业不符合申报条件、对政策了解不足使企业缺乏申报动力等。对策提出:国家应该积极修改高新技术产业领域申报指引,将体育产业纳入其中;地方政府应该加强政策普及,积极服务企业需求,为企业发展提供公平的社会环境;企业应该通过加强自主创新,拥有自主知识产权,达到申报高新技术企业认定的标准,完成认定,并因此为契机,通过自身的发展,达到提高体育产业核心竞争力的目的。Applying high-tech enterprise certification is an important way to improve core competitiveness for sports manufacturing company in the background of national fitness as national strategy. This study analyzed sports manufacturing company＇s difficulties in high-tech enterprise certification and provided some solutions. We hope this study will be good for implementing ＂State Council＇s Several Viewpoints to Speed up Sports Enterprise Development and Push Sports Consumption＂and improving sports enterprise development level from top-level design. Taking these difficulties as breakthrough points,this paper made a comprehensive study by the methods of literature review,questionnaire,interview,and case study. The results showed that the difficulties include lack of corresponding industry category,nonconforming application requirements caused by weak innovation ability,and lack of application drive because of little knowing about the policy. The corresponding solutions are as follows. Government should revise the application index and add sports industry. Local government should strengthen policy propaganda,serve company needs,and provide a fair social environment. Company should enhance their independent innovation and have more proprietary intellectual property rights to fullfil the certificate requirement. Based on this,sports enterprise can improve its core competitiveness through self growth.
