摘 要:自2009年推行新一轮医疗改革以来,我国已历经6年时间,但长期行政管理思路遗留下来的僵化格局以及医疗资源配置不合理等情况仍广泛存在于我国基本医疗领域之中。这一系列难题实质上都是由基本医疗服务供需矛盾这一在全球范围内普遍存在的问题而引发的。各国为解决这一问题纷纷引入公私合作模式,并取得了一系列成功实践。基于我国《基本医疗卫生法》出台的背景,规定社会资本进入基本医疗领域的原则和方式,可以为公私合作模式在基本医疗领域的发展提供规范化前提,进而推动我国建立全面合理、健康有序的基本医疗体系,具有重要意义。There has been 6 years since China adopted the new round of "health care reform" in 2009, but a lot of unreasonable phenomenon such as the rigid patterns resulting from administrative management and irrational distribution of medical resources are still widely existed in basic medical field. In fact, all of these problems result from the problem of supply and demand in basic medical services, which is a global problem. In order to solve the problem,countries decide to introduce public-private partnership model in basic medical care field and achieve a great deal of successful practices. Based on the background of the legislation of "basic health law", providing the principals and methods of social capital investing in basic medical care field is of great importance to promote the normal development of public-private partnership in basic medical care field as well as establish the comprehensive, order basic health care system.
