摘　　要：流行疾病的防治,不仅要从医学上加以研究,更应该从哲学、社会科学上加以研究。以公共健康原则、预防为主原则、尊重生命原则、公正原则、知情原则为根本要求的伦理指导原则,是流行疾病防治的重要理论基础。The prevention and control of epidemic diseases,not only being studied from the medicine,but also should be studied from the philosophy and social science. Principles of public health,prevention principle,the principle of respect for life and justice have informed the fundamental principles of ethical guidelines required by the prevalence of important theoretical basis for the disease control and prevention.
