摘　　要：党的十八届三中全会第一次提出了国家治理能力现代化问题。在国家治理能力现代化实现过程中,伦理具有不可忽视的作用:一是国家治理能力现代化,首先是治理理念的现代化,即国家治理不仅是"硬治理",而且包括"软治理"。文化、价值观与伦理是国家治理的精神力量,是国家治理能力的重要组成部分;二是国家治理能力现代化包括国家治理的伦理目标——实现社会公平正义;三是从国家治理的方式看,德治是国家治理的主要方式之一;四是社会主义核心价值观对国家治理具有导向作用;五是从国家治理主体角度说,提高道德素质是各级管理者能力建设的重要内容。The Third Plenary Session of the Party＇ s Eighteenth Central Committee put forward the moderniza- tion of national governance capacity for the first time. In the implementation process of the modernization of na- tional governance capacity, ethics as a role can not be ignored. First, the modernization of governance philoso- phy is the most important part of the modernization of national governance. Namely governance is not only the ＂hard control＂, but also ＂soft governance＂. Culture, values and ethics are the spiritual power of the state gover- nance and also important components of national governance capacity; Second, the modernization of national governance capacity involves the national governance ethics goal to realize social fairness and justice; Third, from the perspective of the ways of national governance, rule of virtue is one of the main ways of governance; Fourthly, socialist core values play a guiding role of national governance; Fifthly, from the point of view of the state governance＇ s subject, to improve the moral quality is an important part of capacity-building of managers at all levels.
