摘　　要：中国经济新常态下的一个重要战略性任务是深化改革,调整经济结构,转换驱动要素,保持经济中速稳定增长。"一带一路"建设务必遵循世界区域经济一体化的潮流,形成两个"开放新格局":国内区域经济协调发展新格局和全方位对外开放新格局。前者要打破地方、部门保护主义和市场割据,对内对外全面开放,实现国内区域和跨区域经济一体化;后者通过实施自由贸易区战略,与周边国家和地区实现对外区域经济一体化,与相关国家和地区共建"欧亚共同经济空间"。One strategic task in China＇s new economic normalcy is to further reform,readjust economic structure,switch driving factors and keep economy at moderate and steady increase. ＂The Belt and Road Initiative＂construction is required to follow the trend of world regional economic integration and form two ＂new opening pattern＂： the new pattern of coordinated development in regional economy at home and all-round external opening. The former will break localism, department protectionism and market separatism and implement internal and external opening and regional and interregional economic integration at home;the latter will reach external regional economic integration with neighboring and region and co-construct＂Euro-Asia common economic space＂with relevant countries and regions by practicing free-trade zone strategy.
