摘　　要："一带一路"倡议的提出是中国面对世界区域经济一体化趋势,试图从世界规则和标准被动的接受者和参与者转变为主动的倡导者和制定者的一个主动选择。而标准一致化建设将为政策沟通,减少贸易投资障碍和壁垒,促进区域贸易投资便利化起到重要的推动作用。从出入境检验检疫领域入手开展务实合作,是促进"一带一路"贸易便利化一个非常重要的领域。基于此,文本以中国与中亚国家出入境检验检疫领域合作为例,对"一带一路"标准一致化进行研究。近年来,中国与处于"一带一路"核心区的中亚国家在出入境检验检疫领域的制度虽有不同,但在功能领域已有多方面的合作,并建立了双边和多边的制度安排。经过多年的实践,中国与中亚国家在相关法律法规、标准一致化等方面还存在诸多问题亟待解决,需要在建立沟通机制、信息共享、标准制定等多方面开展更加积极有效的合作。这将对促进"一带一路"贸易便利化起到重要的示范和带动作用。＂The Belt and Road Initiative＂ proposed is an active choice of switch from receiver from world rule and standard and participant to advocate and constitutor. The construction on conformance to standard will play an important boosting role in linking policy,diminishing trade barrier and promoting regional trade and investment facilitation. Starting from entry and exit inspection and quarantine to carry out pragmatic cooperation as priority, we＇ll promote the trade facilitation under＂ The Belt and Road Initiative＂. Based on that,the essay writer makes a research in conformance to standard by citing cooperation in entry and exit inspection and quarantine between China and central-Asia countries as an example. These years,China differs in the system of entry and exit inspection and quarantine between China and central-Asia countries in the core area of the Belt and Road but makes cooperation in function and establishes bilateral and multilateral system arrangement.Despite practice over many years,there remain problems to be solved urgently between China and central-Asia countries in relevant laws and regulations as well as conformance to standard. We need to carry out active and efficient cooperation in building communication mechanism, information share and standard formulation. It will play an exemplary role in promoting trade facilitation under＂The Belt and Road Initiative＂.
