摘　　要：分析地下水监测现状及面临的问题,提出国家地下水监测工程(水利部分)系统建设的目标和任务要求,基于新形势下地下水监测的需求,从系统的总体构架、部署构架及各组成部分内容等方面给出国家地下水监测工程(水利部分)系统的建设构想。The article analyzes present situation and problems of groundwater monitoring, puts forward the construction goals, task requirements of national groundwater monitoring project（water conservancy department）. Based on the demand of groundwater monitoring in the new situation, it gives building ideas of the system from the overall system architecture, deployment architecture, the content of each part of the system and etc.
